Depends how deep you went with it. Throw a coat of primer on it and check it out. You can build up primer pretty thick so if you didnt burn it too bad then yes you should be able to fix it. Just remember to paint lots of very thin coats instead of a couple thick coats.

Go up to 300 grit before priming, and up to 600-700 before basecoat. Be careful with the electric sander that you dont leave high & low spots. Your better off using an compressed air DA

You wont even notice the difference. You MAY shave .02 off your 1/4 time if that. If your dead set on spending money, just get the O/R X pipe for the sound you want, and get a tune

L/T's and catted mid-pipe are only going to net you around 15 rwhp at most. Save your money and get a supercharger
