Im ready to upgrade my 2002 gt auto so I was thinking of going with magnaflo catted x pipe with magnapacks catback, accufab tb-plenum with a set of 4:10 gears and a tuner. about how much HP should I get with these I already have a JLT cia on it. and should this be a good start.. Also if I go with a off road pipe and a tune can I still pass inspection in ny.

Thats a good start, but I think that 4.10 gears might be a bit steep for you. That may be for manuals not sure about automatics to be honest. You can try 3.73s might be a good choice for you. Your not gonna pass Inspection with off road pipes but if you want a more free flowing you can try High flow cats you might be able to pass with those.
Sounds like good upgrades, if ur planning on Supercharging the car go with 3.73 gears, if ur not stick with 4.10's, u will feel quite the difference in acceleration. In NY its illegal to have no cats, but plenty of people do, you just gotta know someone that will pass you. I have had 2 different shops inspect my current and past mustang and both had o/r x pipes right in Goshen where I live. I pay the person what they charge to inspect it and I throw them like 10 or 20 bucks for doing me a favor lol.
I dont know exactly what kind of power I picked up but it felt GREAT!
4.10's are supposed to be the way to go in an auto...some people complain in 5spd's with 4.10's that theres to much shifting but obv in an auto u dont have that problem...i'd def stick with the 4.10's..

Im pretty sure the difference from no cats compared to high flow cats would be that no cats is a little louder with a more agressive sound and less restrictive giving you minimal hp gains like 2-3hp maybe from what I know. I just always figured o/r midpipes are cheaper than catted and louder, so why would I spend more money on a catted midpipe for my car to sound quiter and not as fast, when the whole point of putting aftermarket exhaust is for it to make the car louder and faster

and..it shouldnt effect enough shit for me to need a retune just over a o/r mid pipe right?..i mean to see the real gains i understand tuning is the best but not worth me to go to a dyno over a mid pipe.
