I suspect there was a prior repair that was not done properly. Most times the shop puts a plug in but does not patch the inside of the tire. Air can then seep into the repaired hole where it expands and creates a slight separation of the plys. Over time the separation tends to become bigger. Under extreme conditions (heat and high centrifugal force) you get catastrophic failure that looks like what is in the video. Almost all high speed tire failures not associated with impacts can be traced to this.
No I did not stay at a Holiday Inn last night, but I have represented tire manufactures in lawsuits involving single car crashes due to tire failures.
