Ok first,I would try to see what's going on with the emergency flashers,I remember you had said that they were working? When you turn them on if the lights just stay on chances are that the actual flasher unit for them has gone bad. Ok, as far as a turn signal switch.I suspected yours based on the posts you had written. To change a turn signal switch You absolutey have to remove the steering wheel. This is actually not all that hard. On a 68 you have to unscrew the center pad of the wheel to expose the 15/16" nut once you take that off you can pull the wheel off.Sometime you get lucky and the wheel will pop off,More often than not though you need to use a steering wheel puller. Do you have any large chain autoparts store near by? I.E. Autozone or Advance? They have a free loan a tool program which includes steering wheel pullers. Once you get the wheel off I can talk you through changing the switch.Do not unbolt your current bad switch and just pull it out.You will want to cut the top part off of it and tape your new wires to it that way when you pull it down and out of the steering column it routes your new wires for you.
Your steering wheel was painted,no horn contacts? I'm confused please explain.For the record I'd be a fan of either buying a new repo wheel or buying the required parts needed to repair your current original wheel.
Last tidbit,to consider because you're dealing with a 43 year old car. Swapping the turn signal switch won't necessarily cure all of the horn and turn signal ailments.
