The cut outs are welded in. So i would suggest having a shop weld them in, should cost about 30-40$. Wiring them is easy. That I can talk you through no problem. I would help you out, but with my work schedule it is rough to get free time now, I am already committed for this weekend helping out...

This is why it is always good to have a plan. Make sure you have all the necessary tools needed. Then order parts that you need first, or wait for all of them to come in, then start the project. I have had to order a few "specialty" tools, and also had to make up my own devices to get a job...
